About us
Back in 1994 when our founders entered the medical laboratory industry the
environment was vibrant, interesting and filled with great possibilities. What started as a
simple need for employment quickly evolved into a burning desire and passion for the
medical diagnostic arena. Days were long and hectic as most of their initial years were
spent building, working and serving the medical laboratory community. It was during those
early years that our founders also joined themselves together, got married and began a
journey that continues up to today. From building laboratories to medical sales and
mountain-loads of laboratory tests a strong foundation in the field was formed. It was in
those years too, that a strong calling was born for teaching and training persons with a
desire to learn about the medical laboratory industry.
Today, with over 50 years combined clinical experience in all aspects of the medical
industry and with excellence in laboratory technology they have moved from medical
centres to different technical schools and back to the laboratory again. During all this time
they carried with them a mantle of community service with countless community-based
free health projects across the country. As operators of a medical laboratory themselves
they have gathered a wealth of knowledge and information that is now available to their
student body in a clear, methodical and practically sound manner. Their alliances today
span local and international avenues with close relationships to clinicians, suppliers, service
personnel and companies in the industry. In all regards, Medical Scientific Educational
Institute Ltd is the culmination of a lifetime of service and expertise all available now to our
students!

Meet Our Lecturers
Mr. Harrilal Lochan MLT, RPT
Academic Director, Lecturer
Mr. Lochan is a Medical Laboratory Technologist (MLT) practicing since 1994. He has worked in over 15 medical laboratories during that time and has played key technical and managerial roles in most of them. His specialty is in the set-up of complete medical laboratories and has taught in institutions such
as COSTAATT and The School of Practical Accounting (SPA). One of his main attributes is his vast experience and knowledge in the laboratory industry with emphasis on practical aspects such as phlebotomy and laboratory duties. Because of Mr.Lochan’s years of experience and his unique flavour in teaching he remains a valuable tool to help aspiring medical laboratory professionals on their life-long journey and career.
Mrs. Evril Allum Lochan RPT
Operations Manager, Lecturer
Mrs. Allum-Lochan is a qualified and experienced Laboratory Operations Manager, Phlebotomist and Medical Laboratory Assistant. Having worked in several medical institutions in different capacities over a 21 year period she
brings a wealth of knowledge and expertise to the institute. From administrative duties to patient-care and lab assisting, Mrs. Allum-Lochan remains one of the best professionals to disseminate training to all our students. From basic tasks to upper-level roles her presence promises all candidates a well-rounded exposure to the industry and
prepares them for the work environment.
Dr. Natasha Jaglal-Pargass

Primary Care & Family Physician, Lecturer
Dr. Jaglal-Pargass is a medical practitioner who is registered with the Medical Board of Trinidad and Tobago and the General Medical Council of UK (GMC). She takes a personalized approach to your healthcare and as a family physician, she is qualified to treat a wide range of illnesses and provide comprehensive care for patients of all ages and genders. Unlike other specialties that focus on specific organs or diseases, Dr. Jaglal-Pargass is involved in all aspects of health and education. She aims to build long-term, caring relationships with her patients and students. Dr. Jaglal-Pargass is committed to demonstrating good listening skills, empathy, well-being and effective communication.
